HB 242 Moves Forward

Last week, PFB supported House Bill 242 (Rep. Friel) — legislation updating Pennsylvania’s existing Beginning Farmer Tax Credit — passed out of the House Finance Committee with strong bipartisan support.

Pennsylvania Farm Bureau member and Cumberland County Farm Bureau President, Ryan Brown, testified before the committee, sharing firsthand how important this proposal is for helping young farmers access land, equipment, and other agricultural assets. His comments highlighted the real-world challenges beginning farmers face and how HB 242 would provide critical support for a new generation of producers.

HB 242 strengthens the existing tax credit program by improving how the credit can be used. Under the bill, both buyers and sellers would be able to utilize the credit, making it more accessible and attractive for farmland transitions. The legislation also allows unused credits to be carried forward for several years, giving participants greater flexibility to maximize its benefits. These important changes will help ease financial barriers and encourage more farm operations to stay in agriculture rather than being sold for development.

The bill now heads to the full House of Representatives for consideration. We encourage lawmakers to continue supporting HB 242 and recognize the essential role beginning farmers play in keeping Pennsylvania agriculture strong for generations to come.
