On behalf of Pennsylvania Farm Bureau, I respectfully ask for your support of Senate Bill 481, a critical piece of legislation that will provide our dairy industry with the flexibility it needs to thrive, even during inclement weather or emergency situations.
Pennsylvania is home to over 5,000 dairy farms, and milk is one of our state’s most important agricultural commodities. Unlike many products, milk cannot be stockpiled or delayed without significant financial loss and disruption to the supply chain. When severe weather or emergency restrictions prevent milk haulers from operating, dairy farmers face unnecessary challenges that can threaten their bottom line and the flow of essential products to consumers.
Senate Bill 481 empowers experienced milk haulers to use their professional judgment and determine when it is safe to transport milk, even during adverse conditions. These drivers, who know the roads and weather conditions better than anyone, are in the best position to assess whether it is safe to operate. This bill acknowledges that, while public safety is a priority, experienced haulers can often navigate through difficult weather conditions safely, without putting themselves, their employees, or the public at risk.
The bill also establishes a simple one-time decal system for licensed haulers, reducing unnecessary administrative burdens while ensuring safety standards are met.
By supporting Senate Bill 481, you will help safeguard Pennsylvania’s dairy industry, ensuring timely milk transport and a stable supply chain, all while trusting the judgment of experienced professionals. This legislation strikes a necessary balance between safety and operational flexibility, helping to protect both our dairy farmers and the state’s agricultural economy.
