Analyze legislation and regulations of interest to PFB members and staff, interpret and make recommendations according to PFB policy; review proposed ordinances in relation to agriculture, participate in administrative and legal proceedings having potential to significantly affect agriculture and PFB members. This is an exempt, salaried position.
ESESSENTIAL DUTIES and RESPONSIBILITIES:
- Review and draft proposed legislation, proposed amendments to legislation, proposed regulatory changes and proposed amendments to regulation.
- Review proposed local ordinances that impact on agriculture.
- Draft testimony to be presented on behalf of the organization before legislative and regulatory bodies, and draft letters, comments, and recommendation in response to current and proposed legislation and regulations.
- Prepare and periodically update informational materials provide to PFB state legislative committees pursuant to policy development, legislative and lobbying activities.
- Perform activities of legal counsel at hearings before the Pennsylvania Milk Marketing Board, including preparation and presentation of witnesses and evidence.
- Participate in appeals of Milk Marketing Board Orders, including research and preparation of briefs and oral argument.
- Perform and participate in appellate cases addressing issues of significant potential impact upon agriculture, including preparation and filing of “friend of the court” briefs.
- Staff activities of the PFB Legal Fund and its Board of Directors.
- Other projects as assigned by the Chief Administrative Officer and Government Affairs Division.
EDUCATION/QUALIFICATIONS/SKILLS:
Required:
• Ability to organize and manage multiple projects.
• Self-motivated with organizational, negotiating and human relation skills.
• Written, verbal communication skills, ability to make presentations to groups.
• Willingness and ability to learn subjects covered under areas of responsibility.
• Legal education and have a working knowledge of state legislative and regulatory political process. Word processing skills required.
• Must have valid Pennsylvania drivers license and be able to travel in and out of the state as requested.
OTHER REQUIREMENTS:
• Valid PA Driver’s License
• Ability to lift/carry up to 30 lbs.
• Working during non-traditional office hours will at times be required
LOCATION: Camp Hill office position, with occasional travel (10% or less) including overnight stays, as required for meetings, and/or other work-related functions.
